China’s Ambassador to Ghana, H.E. Cong Song, has said China’s four major global initiatives present new opportunities for Ghana and other African countries to advance development, strengthen international cooperation and contribute to reforms in global governance.
He identified the Global Development Initiative, Global Security Initiative, Global Civilization Initiative and Global Governance Initiative as interconnected responses to widening development gaps, persistent security challenges and weaknesses in the international system.

Ambassador Cong made the remarks during an engagement with media professionals participating in the 2026 Ghana–China Media Fellowship, organised by the Africa-China Centre for Policy and Advisory (ACCPA) in Accra. His presentation focused on China’s approach to global governance, security and international cooperation.
According to the ambassador, the Global Development Initiative seeks to place development at the centre of the international agenda and accelerate progress towards the United Nations Sustainable Development Goals.
He said its priorities, including poverty reduction, food security, industrialisation, digital development and climate action, align closely with the development aspirations of Ghana and the wider African continent.

On security, Ambassador Cong explained that the Global Security Initiative promotes dialogue and political settlement as the preferred means of resolving conflicts. He added that the initiative supports the principle of “African solutions to African problems” and encourages African institutions to play a leading role in addressing the continent’s security challenges.
The Global Civilization Initiative, he said, emphasises respect for cultural diversity and dialogue among societies. Countries, he argued, should be allowed to pursue development paths suited to their histories, cultures and national circumstances rather than being compelled to follow a single model.
Turning to global governance, Ambassador Cong called for international institutions to better reflect contemporary economic and political realities. He maintained that developing countries, particularly those in Africa, deserve a stronger voice in decisions affecting global peace, finance, trade and development.
For Ghana and Africa, the initiatives could provide additional platforms for development cooperation, knowledge exchange and advocacy for reforms within international institutions. They could also complement existing frameworks such as the African Union’s Agenda 2063 and the UN 2030 Agenda.

However, securing tangible benefits will depend on implementation and the ability of African countries to define their priorities and negotiate from clear national and regional strategies. Issues including debt sustainability, transparency, environmental protection, local value addition and employment will remain important in assessing the outcomes of cooperation.
The Ghana–China Media Fellowship seeks to strengthen journalists’ understanding of Ghana–China relations and support more informed, evidence-based and critical reporting. The ambassador’s engagement offered fellows an opportunity to examine China’s global policy vision and its practical implications for Ghana and Africa.
