Ghana’s Minister of Transport, Hon. Joseph Bukari Nikpe has inaugurated an Inter-Agency Review Committee to review the Road Traffic Regulations 2012, L.I. 2180.
The committee’s primary focus is to consider the use of motorcycles and tricycles for fare-paying passenger services, aiming to create a safer and more regulated environment for commercial motorcycle and tricycle operations.
This move is in line with President John Dramani Mahama’s commitment to regularizing motorcycles and tricycles for commercial use, enhancing safety, job security, and riders’ welfare.
The 18-member Inter-Agency Review Committee was officially inaugurated on Tuesday, 18th March 2025, at the Ministry conference room in Accra.
The Minister’s decision is also informed by his recent visit to Kigali, Rwanda, where he studied best practices in regulating commercial motorcycles.
The Inter-Agency Review Committee comprises representatives from key institutions and law enforcement agencies.
Their task involves engaging in discussions, gathering data, and analyzing best practices to ensure that amendments to the Road Traffic Regulations address safety concerns while promoting economic benefits.
The committee’s work will be guided by three key principles: safety, inclusivity, and innovation.
They will also undertake stakeholder consultations to gather grassroots information and shape the regulations.
The use of motorcycles and tricycles for passenger carriage, commonly known as Okada, has become a vital mode of transport in Ghana, offering flexible and convenient services, particularly for last-mile journeys.
However, this practice currently contravenes the road traffic regulations, posing enforcement challenges and road safety concerns.
The inauguration of the Inter-Agency Review Committee marks the beginning of a journey to create a safer and more regulated environment for commercial motorcycle and tricycle operations in Ghana.
