A private developer’s encroachment on the buffer zone of Ghana Water Company Limited’s (GWL) water treatment plant in Kpeve has compromised the facility’s operations, with the Managing Director, Adam Mutawakilu, warning that the situation poses a significant risk to the country’s water security if not addressed urgently.
According to the Managing Director of GWL, Adam Mutawakilu, the developer’s activities have increased the turbidity of the water from 5 to 140, forcing the plant to shut down for three days and denying people access to water.
The developer, BSK City, has ignored a directive from the Volta Regional Security Council to halt construction, leading to increased siltation and turbidity in the water, forcing the plant to shut down intermittently.

The Managing Director of Ghana Water Limited (GWL), Adam Mutawakilu, uncovered the issue during a working visit to the Kpeve head station on Wednesday, October 22, 2025.
He expressed concern over the encroachment by BSK City Developers, which has compromised the water treatment plant’s operations and threatens the region’s water security.
Speaking to the media, the MD expressed worry that the development could lead to environmental destruction of the dam at the intake point, posing a risk to the country’s water security.

Hon. Adam Mutawakilu, emphasized that the company cannot sustain operations under the current conditions, citing the need for national security support to safeguard water supply to the population and stressed that uninterrupted water service is critical and requires collaborative efforts to address the encroachment issue.
“The developer, despite being directed to stop work on the project, has continued to accelerate the development, leading to increased siltation and turbidity in the water. This has resulted in the plant being shut down for three days, denying people access to water and revenue to GWL,” the Managing Director stated.

He added that GWL is waiting for National Security to take action and reclaim the land to prevent further damage. And urging stakeholders to take action and support efforts to protect the water treatment plant and ensure the continued supply of clean water to the people.
